(1) Notwithstanding anything written elsewhere in this regulation, the Council of Ministers shall form a committee consisting of Ministers and any other officials to perform any specific work to be done by the Council of Ministers.  Amended by Fourth Amendment. It can delegate the responsibility to perform the work and the work done by such committee will be as done by the Council of Ministers.
(2) The decision of the committee under sub-rule (1) Rule 31. It has to be verified according to sub-rule (7).
